PROBLEM TO BE SOLVED: To provide a device to detect insulation abnormality due to water drop or the like in a battery and its metal case. SOLUTION: In secondary batteries which are connected in multiple series or in multiple parallel and a metal case which insulates and covers the secondary batteries, a ground of a transmitter is connected to the metal case, the output of the transmitter is connected to a single or a plurality of capacitors connected in series, the other end of the capacitors connected in series single or a plurality of pieces is connected to a negative pole of the secondary batteries, and the negative pole of the secondary batteries is connected to the metal case through the capacitors. The voltage waveform or voltage of the capacitors connected in series single or a plurality of pieces is monitored, and when its value is different from an initial value or a specified value, it is judged to be abnormal in the abnormality detection device of the secondary batteries.
