PROBLEM TO BE SOLVED: To provide a scum removing device where operation cost can be reduced. SOLUTION: In the scum removing device comprising: a linking mechanism linked with the movement of a sludge scraping-up member side equipped so as to be freely circulated and moved in a treatment basin for scraping up precipitates; and a scum drawing/deriving apparatus with a dam means alternately switching from a state of damming up scum on the water face into a state of drawing the same in accordance with the movement of the linking mechanism, the linking mechanism is provided with: a cam part facing onto an orbit of the sludge scraping-up member side and pushed away to the part outside of the orbit for a fixed time by the sludge scraping-up member side; a linking member having a transferring part allowing the cam part and the dam means side to be linked; and a guiding/supporting means at least supporting the linking member so as to be movable up and down by the sludge scraping-up member side.
