PROBLEM TO BE SOLVED: To provide a permanent straight fair-forming cosmetic which can effectively form permanent straight shapes for hair largely having been damaged by applying a hair color treatment, a bleaching treatment or the like and can well reduce a scorched odor, permanent treatment odor or permanent treatment residual odor on the operation of an ironing operation. SOLUTION: This permanent straight hair-forming cosmetic containing at least a reducing agent is characterized by containing (A) ammonium thioglycolate and (B) monoethanolamine thioglycolate in a [(A):(B)] mass ratio of 1:5 to 1:17 as the reducing agent, and further containing germanium in an amount of 0.0004 to 0.012 mass% based on the total amount of the permanent straight hair-forming cosmetic.
