PROBLEM TO BE SOLVED: To provide an image processing circuit capable of reducing blinking and flickers of an output image, when an input image is subjected to luminance conversion processing to generate the desired output image, a semiconductor device constituting by integrating the circuit, and an image processing device that uses the circuit. SOLUTION: The image processing circuit is configured, to generate a luminance conversion coefficient T(n) to be used for luminance conversion processing on an input image I(n) associated with an (n)th frame, when the desired output image is generated by performing the luminance conversion processing on the input image, by adding together a luminance conversion coefficient T(n-1) used for luminance conversion processing on an input image I(n-1), associated with an (n-1)th frame and a luminance conversion coefficient T'(n-1) calculated, based on the input image (n-1) associated with the (n-1)th frame.
