PROBLEM TO BE SOLVED: To secure durability of an elastic sleeve 18 and to improve operation feeling of a steering wheel by realizing structure in which rigidity of the elastic sleeve 18 assembled in a torque joint portion, which is provided between a tip of an output shaft 10 and a base end of a worm 8, is changed in response to strength of the torque transmitted in the torque joint portion. SOLUTION: The elastic sleeve 18 is fitted on a driving side uneven part provided in the tip of the output shaft 10. The peripheral surface of the elastic sleeve 18 is engaged with a spline hole 11a provided as a driven side uneven part in the worm 8. A part of the elastic sleeve 18 pinched between the spline hole 11a and the driving side uneven part is provided with a seat part and a projecting part projecting from the seat part.
