<p><P>PROBLEM TO BE SOLVED: To provide a facility which facilitates construction of a facility control system and can be changed easily. <P>SOLUTION: A facility 100 includes a control apparatus 110, equipment 160 to be controlled, and safety measures 150 provided for safely. A memory section 120 in the control apparatus stores a work content-worker type relationship table T0 and a work content-equipment operation relationship table T1. On the basis of a worker type input from a worker type input section 170 and a work content input from a work content input section 180, a work content determination section 130 refers to the work content-worker type relationship table T0 to determine whether or not a worker of the input worker type can perform the input work content.
