<p><P>PROBLEM TO BE SOLVED: To provide a soil improving material containing bamboo chips that has water permeability, water retention property and moderate elasticity easy to walk, and is capable of suppressing proliferation of weeds, and also to provide a construction method using it. <P>SOLUTION: This soil improving material comprises fibrous bamboo chips produced by grinding bamboo, local soil (sand, silt, clay), and a solidifying agent. A mixture containing the bamboo chips, the local soil, the solidifying agent, and added water is layered on a leveled ground and press-rolled.
