PROBLEM TO BE SOLVED: To provide a toner for developing an electrostatic charge image which is so excellent in fine dot reproducibility that high image quality can be obtained, retains stable cleaning property and transferability over a long period of time, and ensures excellent image stability because filming is not caused even at high temperature and/or at high humidity. SOLUTION: The toner for developing an electrostatic charge image includes parent particles and an external additive, wherein the parent particles include a colorant and a binder resin, and the external additive includes particles having an average primary particle diameter of 80-150 nm in an amount of 0.03-2% by number, particles having an average primary particle diameter of 5-15 nm in an amount of 50-95% by number, and particles having an average primary particle diameter of 15-40 nm in an amount of 5-40% by number, wherein the particles having an average primary particle diameter of 80-150 nm include particles having an average primary particle diameter of≥200 nm in an amount of 10-30% by number, and have a weight reduction rate of≤3.00% when heated from 30 to 250°C.
