<P>PROBLEM TO BE SOLVED: To provide a device for capturing energy from a fluid flow. <P>SOLUTION: This device has a base part stationarily installed to the fluid flow. A member 20 having the axis 21 in the longitudinal direction is movably connected to the base part, and is constituted so that the axis 21 in the longitudinal direction moves to the base part toward a position substantially along a vertical plane parallel to the direction of the fluid flow passing through the member 20. A lift generating element 26 is connected to the member 20, and can move in the direction of the fluid flow so as to be capable of changing the lift direction generated by the lift generating element 26 when the fluid flow flows on its periphery. Lift generated by the lift generating means 26 drives the member 20 by rocking operation to the base part.
