PROBLEM TO BE SOLVED: To provide an authentication apparatus having convenience improved by extending the allowable range of a counter value without deteriorating security.

SOLUTION: This authentication apparatus is provided with: a counter storage part 221 for making a user ID and an authentication counter correspond to each other and storing them; a transmission/reception part 201 for receiving from a terminal 10 the user ID and a one time password (OTP) including the numerical value in the low order one digit of a generation counter; an extraction part 202 for extracting the numerical value of the low order one digit from the received OTP; a counter generation part 203 for acquiring an authentication counter corresponding to the received user ID from the counter storage part 221, and for generating a counter value which is larger than the acquired authentication counter, and whose value of the low order one digit is matched with the extracted numerical value; a password generation part 204 for generating a password to be used for collation based on the generated counter value; and an authentication part 205 for collating the generated password with the received OTP, and for authenticating the user of the received user ID.
