PROBLEM TO BE SOLVED: To provide a foamed wallpaper excellent in followability to surface irregularity by embossing and stain-proofness to staining materials such as a water-based pen and an oil-based pen, and electric discoloration and the like, and excellent in installability and production safety without using vinyl chloride resins. SOLUTION: The foamed wallpaper has at least a foamed resin layer, a film layer and a surface-protection layer laminated on a substrate in order, wherein the resin layer comprises a foamed resin layer and a non-foamed resin layer, and the surface-protection layer is formed by crosslinking and hardening an ionizing radiation-curable resin composition.
