PROBLEM TO BE SOLVED: To solve the problem that it is required to save the consumed power or increase the quantity of currently-generated power in order to secure demanded power since a method for utilizing environment/resources/water/wind is limited even if the quantity of the generated power is conventionally secured based on underground resources/solar heat/natural water/wind. SOLUTION: The invention comprises: a constitution shown in Fig.2; and a most-advanced existing model/device as a control center (box), utilizes the currently-generated power to rotate and actuate a power generator for supporting running start. Functions of a first, second and third flywheels shown in Fig.2 are aggregated by an actuation and an action explained in Fig.14 so as to obtain driving power for generating mechanical energy. The quantity of the power can be provided by increasing them and generating load power as final energy in the power generator.
