<P>PROBLEM TO BE SOLVED: To avoid an increase in traffic and in power consumption of a mobile station. <P>SOLUTION: The mobile station 20 first registers its location in a main system only (A01). A control station 10 monitors the traffic in the base station (B01) and discriminates whether or not the traffic exceeds a reference value (B02). When the traffic does not exceed the reference value, the control station 10 continuously monitors the traffic, because it can be discriminated that the burden imposed upon the main system is not excessive (B01). However, when the traffic exceeds the reference value, the control station 10 instructs the mobile station 20 to register its location in a subsystem, because it can be discriminated that the burden imposed upon the main system is excessive (B03). Upon receiving the location registration instruction (A02), the mobile station 20 registers its location in the subsystem (A03). Since the location of the mobile station 20 is registered in the subsystem in accordance with the burden imposed upon the main system in this way, the registration of the location of the mobile station 20 by means of the station 20 can be narrowed down appropriately to necessary ones. <P>COPYRIGHT: (C)2003,JPO |
