A photoluminescent transfer sheet and a manufacture method for the same are provided to prevent generation of a crack and to improve luminance and brightness by increasing surface gloss. A photoluminescent transfer sheet comprises: a transfer base layer which is able to be separated using water; a pattern layer which is screen-printed on one surface of the transfer base layer using luminescent ink prepared by mixing 20-50 wt.% of resin oil and 50-80 wt.% of phosphorescent pigment component and comprises an image layer dried at 20-30 deg.C under the relative humidity of 40-45% using luminescent ink and a coating layer applied on the image layer in the thickness of 0.1-5mm; and a transfer film cover layer applied on the pattern layer.
