A regulator and high voltage generator is provided to prevent the deterioration of a transistor comprising a comparing unit by discharging a high voltage from a charge pump when intercepting power. In a regulator(440) and high voltage generator, a voltage divider(444) divides an output voltage of a charge pump. A comparing unit(442) compares a reference voltage with divided voltage of the voltage divider. A regulator driving unit(446) connects the voltage divider and the ground selectively. A voltage discharging unit discharge a high divided voltage applied to the comparing unit when intercepting power. The regulator driving unit includes NMOS transistor connected between the voltage divider and the ground.
