It is possible to provide smooth communication between a PoC system as a semi-double communication system and a general telephone as a full-double communication system by solving the difference between the basic communication concepts. The communication is realized by a communication system including: a communication control device for performing conversion between a communication control signal applied in a telephone network and a communication control signal applied in the PoC system; and a voice signal processing device for performing conversion between the full-double voice signal applied in the telephone network and the semi-double voice signal applied in the Poc system.
