A counter block and shifting counter using the same is provided to output a phase change signal to make an output of a shifter counter low and unchanged by a user control signal. In a counter block and shifting counter, a phase changing part a first clock reverse to a reference clock or a second equal to the reference clock in response to a driving signal. A counter block includes a period changing part generates a phase change signal, which increase a period of the second clock twice and increase a period of the first clock twice. The phase changing part includes a first NOR gate which generates a fist clock by performing a NOR operation of the second clock and a drive signal, also includes a second NOR gate which generates a second clock by performing a NOR operation of the first clock and a drive signal. The output terminal of the first NOR gate(310) is connected to the input terminal of the second NOR gate(320), and the output terminal of the second gate is connected to the input terminal of the first NOR gate. |
