A double pipe hot water generator using an electrical heating element is provided to make the water into the steam within a short time and to reuse the waste heat by using the double pipe separated from the air layer. A double pipe hot water generator comprises a upper heating chamber(4) and a lower heating chamber(3) which are formed outside a high temperature heater(1), a plurality of aerofin tubes(2) which are vertically arranged inside the lower heating chamber and connected to a water storage chamber(5) so that the upper heating chamber and the lower heating chamber are connected to each other, and a hot water outlet(7) through which the hot water re-heated through a low temperature water circulation outlet(9) and a hot water circulation inlet(10) is ejected.
