A scene change detection device, a coding device and a scene change detection method are provided to detect a scene change based on a change point of an input audio and an input image. An A/D(Analog/Digital) converter(10) converts an analog image signal and an analog audio signal into a digital image signal and a digital audio signal and outputs the digital image signal and the digital audio signal. A coder(30) encodes an image signal output from a TBC(Time Base Corrector) unit(20) and an audio signal output from the A/D converter. A memory(40) stores data encoded by a coder. A scene change detecting device(60) outputs scene change detecting information based on the image signal output from the TBC unit and the audio signal from the A/D converter. An audio information determining unit(70) analyzes an audio level of an audio signal and outputs mute sound detection time information.
