A flat panel display device and a fabrication method thereof are provided to improve the transmittance of the visible light by preventing the electron from being charged on the surface of phosphor layer. A flat panel display device comprises a first and second substrates(110,120) which are arranged opposite to each other; a plurality of barrier ribs(113) arranged between the first and second substrates in order to define the discharge cells; a first electrode(131) formed in the first substrate; a second substrate(132) formed in the second substrate; a third electrode(133) formed on the first electrode; a first electron accelerate layer(140) which is formed between the first electrode and the third electrode, and releases a first electron beam into the cell; and a phosphor layer formed on the inside surface of the cell.
