A torque limiter is provided to control threshold torque by adjusting the relative position of a second holder for a first holder. A clutch spring(300) is wound around an outer circumference of a driving bushing(200). A housing(400) receives a driving force through a clutch spring. The housing includes a first holder(401) engaged with a first end part of the clutch spring and a second holder(402) engaged with a second end part of the clutch spring. The second holder moves relatively to the first holder to change an angle between the first and second end parts. A locking unit locks up the second holder on a plurality of positions.
