A method and an apparatus for transmitting/receiving a packet in a mobile communication system are provided to reduce the overhead of a header when stacking a plurality of high layer packets to one low layer packet. A second packet including an indicator indicating a previously set condition about the number and size of first packets is received from a low layer. The second packet is composed by inserting the indicator, indicating the previously set condition about the number and size of first packets, to a header. The second packet is transmitted to the low layer.
