A flash memory device for providing high reliability of set-up data and an initializing method thereof are provided to increase reliability for the initializing data read out when a power supply voltage is applied. A cell array(110) includes an initializing data region stored with initializing data. A status detector(130) judges read data corresponding to an empty cell region among the initializing data region as PASS, during error detection. During the error detection, the initializing data are read as first data and data of the empty cell region is read as second data. The first data and the second data are provided to the state detector. The initializing data region has a plurality of regions corresponding to a plurality of input/output lines, and each region is programmed by extending the initializing data.
