An apparatus and a method for decoding a video signal are provided to remove the need to transmit coding information used in inter-layer prediction, when a current block of an enhanced layer is not used in the inter-layer prediction, by checking whether a current block of an enhanced layer uses inter-layer prediction or not, thereby improving the coding efficiency. A bit stream of a first layer is decoded. Flag information, which shows whether inter-layer prediction with respect to a current block of a second layer is performed, is acquired. Based on the flag information, offset information, which shows a positional difference between an up-sampled picture used in the inter-layer prediction and the current picture, is acquired. The first layer is up-sampled by using the offset information. Information, which shows whether a parameter for the up-sampling process is disposed in a corresponding area, is acquired. Herein, the offset information is acquired based on the information, which shows whether the parameter is disposed in the corresponding area. |
