A safety valve for cold water and hot water is provided to ensure easy assembly work by installing an upper operating shaft member and a lower operating shaft member as a separated assembly. A safety valve for cold water and hot water comprises a valve body(2) having an inlet(4) and an outlet(6), a lever(8) installed outside the valve body, an upper operating shaft(12), a lower operating shaft member(20), and an opening control member(32) installed between the upper operating member and the lower operating member. The upper operating member has a first end hinged to the lever and elastically supported by an elastic member, so that the upper operating member opens the discharge port according to control of the lever. The lower operating member selectively opens/closes the discharge port while elastically supported by the upper operating shaft member and an elastic member.
