A safety cap having a closing closure is provided to prevent a mentally retarded person from opening a bottle even in continuously turning an operating unit. A safety cap(1) composed to a bottle is composed of a fixing unit(10) and an operating unit(20). In operating the cap in the combination direction, the operating unit is operated together with the fixing unit. In operating the cap in the opening direction, the operating unit is moved over elastic pieces designed at each correspondent portion and only rotated continuously on the fixing unit. In opening the cap, a combining unit formed between the fixing unit and the operating unit is temporally joined by pressing the operating unit, and the operating unit and the fixing unit are separated from the neck of a bottle(100). A closing closure(30) for discharging the content of the bottle is installed at the cap.
