The invention refers to the structures and manufacturing processes of wall panels and other structural elements. It makes possible to reduce weight and cost of articles, as well as to enlarge the sphere of their application. The structural element proposed contains the reinforcing frame made of preliminarily perforated and mutually fastened metallic tapes, as well as contains the coating panels from one or both sides. The coating panels are made of heat-insulating and sound-absorbing materials, e.g., of polystyrene, and are fastened reciprocally by transverse rods. The tapes can be mutually connected by means of welding, interlacing or in another manner. Perforated withdrawals from steel stamping of articles for machine building can be used as the tapes. The perforations in this case can be carried out in the form of holes of round, elliptic or another form, while the bars, rivets, splint pins or different locks can be used as the rods. The reinforcing frame may have flat, angular, convex or concave form. The lateral sides of said frame can be carried out in the form of angles having T-section or the other shape. The surfaces of a panel can be covered with gunite-concrete or by undergo dyeing, or thermo-chemical treatment.
