A scratch-resistant decoration sheet and a manufacturing method for the same are provided to improve antifouling property, scratch-resistance, and flatness by producing a coating solution forming a surface treatment layer, in the proper content and making first and second coating layers of different components. A scratch-resistant decoration sheet is composed of: a base sheet(10); a print layer(20) formed on the base sheet; a transparent film(30) formed on the print layer; and a surface treatment layer(40) formed on the transparent film. The surface treatment layer comprises first and second coating layers(42,44) made of different coating solutions. The first coating layer is formed by coating the coating film with the coating solution. The coating solution for the first coating layer is produced by mixing main components consisting of acryl polyol resin of 50.0~85.0wt.%, a quencher of 2.0~8.0wt.%, a solvent of 10.0~40.0wt.%, an anti-precipitator of 0.5~5.0wt.%, and a softener of 0.5~5.0wt.% and a hardening agent consisting of polyisocyanate of 40.0~70.0wt.%, a hardening accelerator of 2.0~30.0wt.%, and a solvent of 20.0~50.0wt.%. The second coating layer is formed by coating the first coating layer with the coating solution. The coating solution for the second coating layer is produced by mixing main components consisting of polyester resin of 25.0~60.0wt.%, melamine resin of 15.0~40.0wt.%, a quencher of 2.0~8.0wt.%, a solvent of 10.0~40.0wt.%, an anti-precipitator of 0.5~5.0wt.%, and a softener of 0.5~5.0wt.% and a hardening agent consisting of acid of 40.0~70.0wt.%, a hardening accelerator of 2.0~30.0wt.%, and a solvent of 20.0~50.0wt.%.
