PROBLEM TO BE SOLVED: To provide video distribution for displaying video images on a divided screen in a way that the utilization conditions and utilization restriction of a user are taken into consideration.

SOLUTION: This controller is provided with: a receiving section for receiving information about a user of a terminal from the terminal and receiving video information about a plurality of video signals distributable from a video distributing device to the terminal; and a selecting section for selecting video images to be distributed to the terminal by the video distributing device on the basis of the user information and the video information; and a transmitting section for transmitting, to the video distributing device, an instruction signal for instructing the terminal to display selected two or more images on a divided screen when a video distributing device distributes the images to the terminal if the selecting section selects the two or more images.
