PROBLEM TO BE SOLVED: To provide an information leakage monitoring system and a method capable of preventing unauthorized access from inside. SOLUTION: In the information leakage monitoring system 40 for suppressing information leakage of a database 10 accumulating secret information, registered access plan information 52 is made by receiving registration request of access plan information 51 to the database from accessing persons (32-34), approved access plan information 53 is made by receiving approval request of the registered access plan information from an approver 39, security policy information 59 of the database is made from the approved access plan information, and abnormal access is detected from actual access record information 12 of the database by referring to the security policy information.
