PROBLEM TO BE SOLVED: To provide a visibility-improved substrate with a microscopic-network-patterned conductive coating used for an electromagnetic wave shielding member or the like, and to provide its low-cost and highly-productive manufacturing method. SOLUTION: The substrate with the microscopic-network-patterned conductive coating is a transparent base material 1 having the network-patterned conductive layer 2, and comprises an optical characteristic control layer 3 formed at at least at one part of a coating part 4 and a non-coating part 5 of the network-patterned conductive layer 2 of the transparent base material 1. The optical characteristic control layer 3 is constituted so that the absolute reflection coefficient of the visible light of the layer 3 is not more than 5% and the light transmittance of the visible light of the layer 3 is not less than 70%.
