PROBLEM TO BE SOLVED: To provide a hydraulic fluid composition for a shock absorber that can achieve all of viscosity-temperature characteristics, shear stability and anti-foaming property at high levels. SOLUTION: The hydraulic fluid composition for a shock absorber comprises a lubricant base oil containing≥90 mass% of saturated components, wherein a cyclic, saturated part accounts for≤40 mass% of the saturated part, the viscosity index is≥110, and an iodine number is≤2.5, and comprises a viscosity index improvement agent which has a polymer amount of≥0.01 mass% and≤2.5 mass% based on a total amount of the composition.
