PROBLEM TO BE SOLVED: To reduce fuel consumption and reduce emission of carbon dioxide by stopping idling operation without causing a problem resulting from installation of an electric actuator. SOLUTION: The operating machine comprises hydraulic actuators 21, 22, 23, 31, 32, a capacitor 61 for accumulating power when a generator motor 44 operates to generate power and supplying power when the generator motor 44 operates electrically, and an electric motor 10 for turn, and operates the hydraulic actuators 21, 22, 23, 31, 32 and the electric motor 10 for turn by operation of operation levers 50, 70. The operating machine is further provided with an idling stop control means 110 for stopping the idling operation of an engine 40 and maintaining the electric motor 10 for turn in an operation inhibiting state under a condition that at least the capacitor 61 accumulates more than a predetermined voltage when a neutral state of the operation levers 50, 70 continues for a predetermined stop time with the engine 40 being operated.
