PROBLEM TO BE SOLVED: To provide a packaging bag that excels in pinhole resistance, can easily strip a protective film layer provided on the outermost surface, can extremely facilitate the stripping operation of the protective film layer, and is suitable for use in a clean room that does not accept dusts. SOLUTION: The packaging bag includes a protective film layer that is strippably laminated on one of surfaces of a base layer equipped with a gas-barrier layer and pinhole resistance layers formed on both surfaces of the gas-barrier layer; and a heat-adhesive resin layer laminated on the other surface of the base layer with a powerful adhesive. A pair of the entire laminated bodies in which the exposed surface of the heat-adhesive resin layer is a clean surface are overlapped with each other facing the heat-adhesive resin layers, and the edges of the laminated bodies with heat-adhesiveness is heat-bonded to form a bag having clean inner surface.
