PROBLEM TO BE SOLVED: To provide a transport pipe encircling body to encircle the entire outer periphery of the transport pipe, to block the heat transfer between the transport pipe and gas in the circumference of the transport pipe, and to prevent water from moving from the radial outward of the transport pipe to the vicinity of the outer peripheral surface of the transport pipe, and an attaching method of the encircling body for easily attaching the encircling body to the entire outer periphery of the transport pipe. SOLUTION: The encircling body 21 contains a heat insulator 22 and a plurality of waterproofing bodies 23. The waterproofing body 23 contains a heat shrinkable sheet 24 and an adhesive layer 26. The adhesive layer 26 of the adjoining waterproofing body 23 is integrally formed with each other by a self adhesive force of the adhesive layer 26, and annularly formed with respect to the axis of the transport pipe 20.
