PROBLEM TO BE SOLVED: To provide a toilet seat, a toilet seat device and a toilet apparatus providing excellent seating comfort and capable of preventing the intrusion of water. SOLUTION: This toilet seat includes a bottom plate, an upper plate provided facing the bottom plate and forming a hollow between itself and the bottom plate, and a surface layer fixed in a joint part between the bottom plate and the upper plate, extending from the joint part between the bottom plate and the upper plate in close contact with the end faces of the bottom plate and covering the upper face of the upper plate. Alternatively, the toilet seat includes a bottom plate, an intermediate plate provided facing the bottom plate, an upper plate provided facing the intermediate plate and forming a hollow between itself and the intermediate plate, and a surface layer fixed in a joint part between the bottom plate and the intermediate plate, extending from the joint part between the bottom plate and the intermediate plate in close contact with the end faces of the bottom plate and covering the upper face of the upper plate.
