PROBLEM TO BE SOLVED: To prevent software diversion across different terminal makers and permit software diversion within the same terminal maker. SOLUTION: An authentication program checks a first identification number assigned to each device against a first identification number assigned to software loaded on the device on a device basis (S102), checks a second identification number assigned to each group of devices against a second identification number assigned to the software loaded on the device on a group basis (S104), and permits the software loaded on the device to be started if detecting that the first identification numbers are matched or that the first identification numbers are not matched but the second identification numbers are matched (S103).
