PROBLEM TO BE SOLVED: To determine an operation condition of a water treatment plant by comprehensively analyzing data on a first item and data on a second item input in an information processor at different timings. SOLUTION: Data which is acquired in real time by using an automated measuring instrument 10 or the like and is input in an internal computer 12 is stored in the internal computer 12 as a first data file of a first data format. Data which is acquired when a time passes after a sample is obtained, and is stored in a data format different from the first data format, is read out by a rule set for the first data format as a second data file of the first data format.
