PROBLEM TO BE SOLVED: To transfer communication for a derived operation derived from an operation performed in a first call center to an operator of a second call center suitable for performing the derived operation.

SOLUTION: A derived operation determination part 104 determines whether a derived second operation is present or not based on first operation information received from a counselor terminal of the first call center. A group specification part 106 specifies the second call center suitable to respond to the second operation. A counselor terminal selection part 108 collects information from a distribution device 200 of the second call center specified by the group specification part 106 to select a counselor terminal as a transfer destination.
