PROBLEM TO BE SOLVED: To improve operability of camera control without being affected by transmission delay through a network in a monitoring system using a network camera with pan, tilt and zoom functions. SOLUTION: Network cameras 1-4 transmit pan, tilt and zoom information in imaging together with an image through the network 34 to a monitoring controller, and the monitoring controller corrects a position by the received pan, tilt and zoom information, reduces the received image and displays it within the maximum imaging range of the network camera. A user indicates an area on a display screen, the pan, tilt and zoom of the network camera are controlled according to the coordinates and size of the area. COPYRIGHT: (C)2009,JPO&INPIT
