PROBLEM TO BE SOLVED: To provide a medium access control system and a method that perform radio communication between a base station and a mobile station. SOLUTION: A communications network comprises a base station 12 and a plurality of mobile stations 14, 16, and 18 of a radio communication system 10, and performs radio communication with the mobile stations 14, 16, and 18 having transmitting/receiving antennas 24, respectively. The base station 12 forms a communication area A 30, a communication area B 32, and a communication area C 34, by changing directivities of a transmitting antenna 20 and a receiving antenna 22; when, especially, control information (beacon) is transmitted, the directivity of the transmitting antenna 20 is switched to a directivity, such that a wide communication area covering the communication area A 30, communication area B 32, and communication area C 34 is covered; and when the communication areas 30 to 34 are independently and individually formed, the radiation angle of the transmitting antenna is made narrow to transmit and receive data to and from the mobile stations.
