PROBLEM TO BE SOLVED: To provide a monitoring camera system whose cost is suppressed and which is easily installed by a simple configuration that installs only a monitoring camera in a monitoring area. SOLUTION: A notification exclusion signal output device 130 for flickering a light source 132 in accordance with a prescribed notification exclusion pattern is attached to a notification exclusion person (person concerned). A monitoring controller 110 acquires image data imaged by the monitoring camera 120 through a LAN 100, detects a moving object from a picked-up image of the image data, and further detects a light source belonging to the moving object. Then, the monitoring controller 110 confirms whether the light source performs light emission based on a prescribed notification exclusion pattern, and approves the moving object as a notification excluding person when the light emission based on the prescribed notification exclusion pattern is performed. Meanwhile, a moving object having no light source that performs light emission of the prescribed notification exclusion pattern, the moving object is certified as a notification object person (suspicious person).
