PROBLEM TO BE SOLVED: To provide an anchor device of a wire rope in a civil engineering facility, capable of changing the action direction of a load to a rope in a state of making the most use of extraction resistance force of a rope anchor body by 100%, without applying bearing pressure to the ground, without making the bending moment and shearing force act on an anchor body, with a very simple structure. SOLUTION: This anchor device is arranged in a ground surface part near to the anchor body anchored in the ground, and has a saddle for transmitting a tensile load to the anchor body by changing the direction via the rope connected to a structure arranged on the ground surface. The saddle has an eccentric ring part in an intermediate position of a columnar body. While arranging a first connecting part projecting in the radial direction from the columnar body in an area of this eccentric ring part, a second connecting part is arranged in the substantially same position in the longitudinal direction as the first connecting part and in a position displaced in the peripheral direction. A bifurcated end part of the rope from the anchor body is connected to the second connecting part, and a ground surface side rope is connected to the first connecting part by winding by a substantially half round on an eccentric ring by penetrating through the bifurcated end part.
