PROBLEM TO BE SOLVED: To provide a double tube type excavator and its construction method using a down-the-hole drill, for restraining an increase in manufacturing cost and construction cost. SOLUTION: This double tube type excavator 1 has a lifting block 60 lifting by being guided by a column 47 erected on a ground surface 2, and a tilting block 70 tiltably arranged in the lifting block 60. An excavation driving block 80 is arranged in the tilting block 70, and an excavation hydraulic motor 84 and a compressed air receiving part 86 constituting this driving block, respectively supply rotation and compressed air to an excavation pipe 5 connected with the down-the-hole drill 100. An inner bit 10 detachably connected with an outer bit 20 is arranged in the down-the-hole drill 100, and a casing shoe 6 fixed to a casing 7 is connected to the outer bit 20 in a state of being freely rotatable and being restricted in the axial direction with the tube axis as the rotational center.
