<p><P>PROBLEM TO BE SOLVED: To provide a web site browsing method and an operating method enabling transmission of web contents only to specific browsing persons by issuing an access card for browsing a web site to a transmitter who desires to transmit the web contents only to the browsing persons, and by distributing the access card only to the browsing persons limited by the transmitter himself or herself. <P>SOLUTION: After setting a password to enable access to the web site only for a specific period, the access card on which the information including, URL, ID, and the password of the web site is displayed by means of such as printing is issued, and the browsing person is made to access the web site based on the access card.
