PROBLEM TO BE SOLVED: To provide a remote downloading system and method that can make the memory capacity on a reception side small, reduce the influence on the services to be provided to a user, and simplify frame constitution of download data by delimiting the download data to be within a predetermined size and transmitting the data in the form of a plurality of framed data. SOLUTION: The remote downloading system can perform remote downloading from a station-side device 2 to a user-side device 3 and transmits the download data in frames so that the memory capacity on the reception side can be made small; and this can be realized even for a device whose internal memory 17 has small capacity. So long as no download data is transmitted, main signal is not affected and then an influence on services can be made as small as possible. Data length and information, such as version information need not be contained in the framed data, so the frame constitution becomes simple.
