PROBLEM TO BE SOLVED: To facilitate addition of an observation point, in a structure, which has a measuring means for measuring information on the safety of the structure. SOLUTION: In an earthquake observation standby system 21 comprising: a sensor 5 for measuring information on the safety of a structure; an A/D converter 6 for recording data output from the sensor; and a power supply means for supplying electric power to a sensor 5, the A/D converter 6, a CPU 7, a memory 8 and a data transmitter 9, the power supply means is a battery 4, the electric power supplied to the sensor, the A/D converter, the CPU, the memory and the data transmitter is controlled by an electric power control and observation control means 3, and control operation of the electric power control and observation control means is performed based on information from outside such as earthquake information 1.
