A safety device and a blind having the safety device. The blind has a simple structure and adapted so that its height is adjustable. The blind has slats (6), a lifting device (11), and a winding section (13) for winding a lift cord connected to the lifting device. The lifting device (11) has a mechanism for preventing the slats from falling by their own weight and also has a gear mechanism (C2). The slat fall prevention mechanism has a clutch pulley (112) rotationally driven by an operation cord, a clutch shaft (113), and a clutch spring (114). The gear mechanism (C2) is rotated as the pulley rotates and functions as load reduction means in lifting and lowering of the slats. The slats are lifted and lowered by rotating the winding section via the lifting device by using rotation of the pulley. The safety device has a pulley (112a) on which the operation cord is wrapped and also has a pulley shaft (112b). The pulley shaft has a member fitted in an opening formed at the center of the pulley and also has an engagement piece (1121) engaging with a clutch shaft. A spring member is inserted in the inside of each depression formed in the outer periphery of the member fitted in the opening. A ball member is placed on the upper part of each spring member. The safety device prevents damage on constituting parts, the cord, etc. located on the downstream side of a blind drive section.
