A synthesizer (10) is constructed by constituting a first ?/4 line (L1) of a first strip line (46) and by constituting a second ?/4 line (L2) of a second strip line (50), so that it is formed into a chip shape (or a chip part) in a dielectric substrate (30). A first shield electrode (32a) is formed on the upper face (30x) of the dielectric substrate (30), and a second shield electrode (32b) is formed on the lower face (30y) of the dielectric substrate (30), so that the first ?/4 line (L1) and the second ?/4 line (L2) are formed between the first shield electrode (32a) and the second shield electrode (32b).
