<P>PROBLEM TO BE SOLVED: To solve the problem that an application cannot use local resources of a terminal because there is the possibility that the application downloaded to a terminal 100 performs an unauthorized operation, so that the operation of the downloaded application is strictly limited. <P>SOLUTION: Information for authentication of an application stored in a tamper-resistant region of an authentication module 101 is used to authenticate an application downloaded by a download section 102 of a terminal 100 and confirm the source of the application and whether alteration is performed. Only an authenticated application is allowed to use local resources to thereby be able to prevent an unauthorized application from using the local resources.
